Staff has raised concerns with potential for noise. Recent area mining operations have been limited to 7-7 M-F 8:00 to 4:30 on Saturday. The proposal indicates the majority of activities would follow this time frame. However, the applicant has indicated that there may be some night events. 2. mill be consistent with the comprehensive plan. The proposed use is consistent with the Comprehensive Plan. 3. Will not impede the normal and orderly development and improvement of surrounding vacant property. It is unclear if this project will impede orderly development; however, the IUP lasting 5 years allows the City, and inform the property owner of the ,intent to redevelop the property in the future. In 5 years, it is unlikely that the market will reach the surrounding properties to the point where the proposed use impedes growth. 4. Will be served adequately by and will not adversely affect essential public facilities and services including streets, police and fire protection, drainage, refuse disposal, water and sewer systems, parks and schools; and will not, in particular, create tra~c congestion or interference with tra~c on adjacent and neighboring public thoroughfares. It is unclear if the existing infrastructure is sufficient to support the peak use. The site will not impose on the city's water or sewer system. S. lY/ill not involve uses, activities, processes, materials, equipment and conditions of operation that will be detrimental to any persons or property because of excessive tra~c, noise, smoke, fumes, glare, odors, dust or vibrations. Noise issues have been discussed in #1 above. The Council could limit the hours if deemed necessary. It should be noted that the noise tone will likely carry further than adjacent mining operations, and could be deemed more injurious. 6. lY/ill not result in the destruction, loss or damage of a natural, scenic° or historic feature of major importance. The project will not destroy a scenic, natural or historic feature, based on the information provided to date.
