Staff has had numerous phone conservations and a few personal visits with affected property <br />owners. As you may expect, there have been several comments regarding undertaking an <br />assessment project during a down economic time and a few comments about streets not needing <br />an overlay. At the time of this memo, two written objections have been received, copies of which <br />are attached. Also, Mr. Roger Hebeisen who is proposed to receive two assessments on Troy <br />Street in the Camp Cozy addition has combined his parcels; a copy of the paperwork is attached. <br />Therefore, we would recommend eliminating one of his assessments. <br />At the close of the public hearing/assessment, it would be appropriate for the City Council to <br />consider adoption of the attached resolutions. The first resolution orders the improvement; the <br />second resolution adopts the assessment roll. This can be adopted with any changes the City <br />Council deems appropriate based on input at the public hearing. The final resolution awards the <br />contract to Rum River Contracting in the amount of $422,664.11. <br />Financial Impact <br />As has been the City's practice on previous bituminous overlay projects, the City's contribution to <br />this project is the cost of preparing the roads to accept the overlay and minor restoration work <br />after the overlay is complete.
