Honorable Mayor and City Council <br />February 14, 1996 <br />Page Three <br /> <br />The question was asked as to how an overlay project would be undertaken. We <br />indicated that Phil Hals, City Street Superintendent, would bring forward his <br />recommendations for an overlay project in the Spring of 1996. That would be <br />forwarded to the City Council. If they decided to proceed with Phil's <br />recommendations, there would be a public hearing and assessment hearing held, <br />prior to the work being done. <br /> <br />At the end of the meeting, Pat asked if there was anybody in favor of pursuing City sewer <br />and water. No one raised their hands. At that point, the meeting was closed. After the <br />close of the formal meeting, a few people came up and indicated that they were interested <br />in pursuing City sewer and water further, but felt that they were in the minority and did <br />not express this concern when the question was asked.
