[ST. CLOUD AREA PLANNING.] <br /> <u>Subdivision 1.</u> [PROPOSAL AND REPORT REQUIRED.] <u>The St.</u> <br /><u>Cloud area planning organization, a joint powers organization</u> <br /><u>established under Minnesota Statutes, section 471.59, is</u> <br /><u>requested to develop a detailed assessment of the regional land</u> <br /><u>use, planning, and coordination issues of the St. Cloud region,</u> <br /><u>as provided in this section. The area planning organization is</u> <br /><u>requested to submit a report on its assessment of needs and</u> <br /><u>proposed actions to the state representatives and senators</u> <br /><u>representing the affected legislative districts, by November 15,</u> <br /><u>1996.</u> <br /> <u>Subd. 2.</u> [ISSUES TO BE ADDRESSED.] <u>The area planning</u> <br /> <u>organization may address the following issues in its report and</u> <br /> <u>proposed legislation:</u> <br /> <u>(1) what should be the geographic area of the region;</u> <br /> <u>(2) what legislation is needed to ensure comprehensive and</u> <br /> <u>effective regional land use planning and coordination;</u> <br /> <u>(3) what other issues should be addressed at the regional</u> <br /> <u>level, including, but not limited to, whether housing, transit</u> <br /> <u>and transportation, water and sewers, and other services and</u> <br /> <u>infrastructure should be addressed at the regional level;</u> <br /> <u>(4) the need for consolidation of jurisdictions, including</u> <br />'<u>whether county boundaries should be altered to create a new</u> <br /> <u>county with the city of St. Cloud at the center;</u> <br /> <u>'(5) the appropriate governance structure to address the</u> <br /> <u>regionai issues and needs identified;</u> <br /> <u>(6) the appropriate funding sources for a regional</u> <br /> <u>government;</u> <br /> <u>(7) =he feasibility of implementing a tax-base sharing</u> <br /> <u>program in the region; and</u> <br /> <u>(8) other issues identified by the area planning</u> <br /> <u>organization.</u> <br /> <u>Subd. 3.</u> [VOTE.] <u>The report to the state representative</u> <br /> <u>and senator representing the affected legislative districts</u> <br /> <u>requested under this section must be supported by a majority</u> <br /> <u>vote of the area planning organization's local governmental unit</u> <br /> <u>members. The votes of each member city and town shall be</u> <br /> <u>weighted to ensure proportional representation based on the</u> <br /> <u>population of each member city and town in relation to the tota!</u> <br /> <u>population within the area planning organization's jurisdiction.</u> <br /> Sec. 2.
