MEETING MINUTES <br />DECEMBER 5, 2002 <br /> <br />ATTENDEES: Bryan Adams, Elk River Municipal Utilities <br /> Pat Klaers, City Administrator <br /> Lori Johnson, City Finance Director <br /> Terry Maurer, City Engineer <br /> <br />RE: <br /> <br />WATERMAIN IMPROVMENTS AND COSTS <br />2003 PAVEMENT REHABILITATION PROGRAM <br /> <br />We reviewed the limits of the Pavement Rehabilitation Project and the water improvements <br />anticipated with that project. Essentially, the Elk River Municipal Utilities planned to construct <br />new water lines or larger water lines on all of the streets within the 2003 Pavement <br />Rehabilitation Program. <br /> <br />Bryan discussed the issue of non-copper water services, which the Elk River Municipal <br />Utilities anticipates running into on the project. The ERMU's policy regarding non-copper <br />services is that they must be replaced by the homeowner when any work is done on the water <br />service. The issue we discussed was whether or not the City/ERMU undertaking this project <br />constituted work on the service and would require replacement all the way to the house. No <br />clear consensus was reached on this issue. However, it was a clear consensus that the <br />services that are non-copper would be replaced in the street right-of-way to the curb stop on <br />each property where they are encountered. <br /> <br />Terry asked Bryan if he could have Dave Berg locate as many curb stops as possible on the <br />project site. Terry explained that he thought is would add to a better bid if we were able to <br />locate curb stops and show them on the plan so that the contractor will have some idea of the <br />working conditions he will find when trying to replace non-copper services. Bryan/Dave Berg <br />to notify Terry when the curb stops are located, and Terry will coordinate a survey crew to <br />pick up that information. Terry indicated if necessary, the survey crew could provide Dave <br />Berg a number of wooden lathes that he could use to locate the curb stops, and then our <br />survey crew could remove the lathe after the location was picked up in the field. <br /> <br />Bryan started a discussion on whether or not the utilities commission would want to assess <br />the replacement of the water service from the new watermain to the curb stop. Typically, the <br />water services are considered property of the homeowner and are paid for by the homeowner. <br />Terry indicated that the feasibility has not been finalized yet and adding that to the text of the <br />feasibility study would be a possibility so that the assessments would be legal relative to <br />Minnesota Statute 429. Terry did note that they were not discussed as an accessible item at <br />the informational hearing. <br /> <br />There was a general discussion about how to best implement the assessment of the water <br />service lines. The water service lines could clearly be discussed in the improvement hearing; <br />the issue was whether or not to assess everyone for the replacement of their water service at <br />the assessment hearing for the street, or wait until later to determine exactly who got a new <br />service, and have supplemental assessment hearing for water services only.
