~' ~ABDO <br />w~ t,E/hC~K~&~C <br />i ~~ _ 1V1L' 1 L'll l,J LLY <br />Certified Public Accountants & Consultants <br />Grandv[ca'Square <br />5201 Eden Avevue <br />Suite 370 <br />Edina. h1!\ 5543G <br />REPORT ON M WNESOTA LEGAL COMPLIANCE <br />Honorable Mayor and Council <br />City of Ells River, Minnesota <br />We have audited the financial statements ofthe governmental activities, the business-type activities, the aggregate discretely <br />presented component units, each major fund, and the aggregate remaining fund information of the City of Elk River, Minnesota <br />(the City), as of and for the year ended December 31, 2007 which collectively comprise the City's basic financial statements as <br />listed in the table of contents. <br />We conducted our audit in accordance with auditing standards generally accepted in the United States of America and the <br />provisions of the Minnesota Legal Compliance Audit Caeide for Local Government, promulgated by the Minnesota Office of the <br />State Auditor pursuant to Minnesota statute 6.65. Accordingly, the audit included such tests of the accounting reeords and such <br />other auditing procedures as we considered necessary in the circumstances. <br />The Minnesota Legal Compliance Audit Guide for Local Goven~ment covers seven tnain categories of compliance to be tested: <br />contracting and bidding, deposits and investments, conflicts of interest, public indebtedness, claims and disbursements, tax <br />increment financing, and miscellaneous provisions.
