Page 4 <br /> <br />screening plan will include preserving heavily wooded areas, where <br />they exist, and installing berms with evergreens in non-wooded areas. <br /> <br />7. Insurance <br /> <br />Item 10 of the conditional use permit and Item 11 of the license titled, <br />"Insurance", have been updated to reflect the maximum limits <br />available. <br /> <br />8. Fees <br /> <br />The landfill was paying only 70% of the cost incurred by the city for <br />renewing their conditional use permit and license. Their new permits <br />reflect them paying 100% of these costs. Also, the day-to-day costs to <br />the city for administering these permits will be billed to the landfill <br />and they will pay 100%. <br /> <br />9. Renewal Date <br /> <br />With the additions to the Elk River Landfill's conditional use permit <br />and license previously listed, staff feels adequate conditions exist to <br />ensure public safety and welfare. Therefore, we are recommending <br />that the landfill license and conditional use permit be placed on a 4 <br />year renewal period verses a 2 year. <br /> <br />Recommendation <br /> <br />Representatives of the Elk River Landfill and city staff have met several <br />times regarding the renewal of their permits. The landfill is in agreement <br />with the proposed changes. With the additional stipulations placed in these <br />permits, the Planning Commission felt that the seven standards for <br />approving a conditional use permit and the standards found in the Solid <br />Waste Ordinance of the City Code of Ordinances, are met. They are <br />recommending approval of both the attached conditional use permit and solid <br />waste facility license for the Elk River Landfill. <br /> <br />cc-12-20s/stever <br /> <br /> <br />
