ver <br />MEMORANDUM <br />TO: City Council <br />FROM: Bill Maertz, Parks and Recreation Director <br />DATE: May 14, 2008 <br />SUBJECT: Depot at Elk River Station -Trail Development <br />Trident, the applicant fox the Depot at Elk River Station, made a request at the May 13, 2008 <br />Planning Commission meeting to have the trail along Twin Lakes Road to be credited <br />towards their park dedication costs. F3istorically, pedestrian trails and/or sidewalk, where <br />appropriate, have been required by the city and installed by the developer, at the cost of the <br />developer. This has been common practice fox development in Elk River as well as other <br />communities. The city has not been accepting trails in lieu of park dedication. If this request <br />was granted it would open the city up to claims from previous developers. <br />Staff recommends that the trail be installed by the developer as requested as a condition of <br />plat approval. <br />
