Box 490 <br />Elk River, MN 55330 <br />RE: FIFTH STREET/DODGE/ELK HILLS STREET IMPROVEMENTS <br />Deaz Mr. Klaers: <br />As you are awaze, at the last City Council meeting, the City Council by consensus <br />authorized us to begin work on the plans and specifications for this project. However, they <br />did not make a decision relative to the alignment of the Elk Hills Drive intersection. At <br />that same meeting, Mr. Gary Satwire made comments regarding a compromise intersection <br />alternative. He suggested that the City consider the curved alternative but place a stop sign <br />for northbound Dodge Avenue traffic. We have taken a preliminary look at Mr. Satwire's <br />suggestions and offer the following pros and cons relative to this type of intersection layout. <br />PROS <br />• A stop sign will help keep the intersection open for all vehicles coming from TH <br />169 and School Street. <br />^ Dodge Street grid Dodge Avenue aze pushed further to the east, providing slightly <br />more stacking than the curved option discussed previously. <br />^ Theeastbound-to-northbound left turn is a free movement, improving the level of <br />service (LOS) for left turning vehicles from LOS D. <br />^ Eastbound vehicles fmm either School Street or TH 169 have more area to perform <br />lane changes. <br />^ Pedestrian crossing distance is shorter. <br />CONS <br />^ The LOS for all northbound vehicles on Dodge Avenue is reduced, which will <br />result in increased delay. <br />• PIacing two stop signs at a T-intersection creates a potential safety problem since <br />it is harder for drivers to establish who has the right-of-way through the <br />intersection. <br />^ Weaving of traffic will occur as vehicles from TH 169 and School Street tLavel <br />northbound to Dodge Street and Elk Hills Drive. <br />Z9 - d 1r117d 1S tySW 9^z = S S r1H1 56-19g-21li W <br />
