An application was made in 1993 for geometric and signal <br />improvements at the intersection of Main Street and Trunk Highway 10. The present signal <br />was installed in 1978, but increased traffic generated by surrounding expansion justifies left <br />avR ENGINEERING turnlanes and appropriategeometric and signal modifications. <br />ENVIRONMEMAL - <br />MuwaPAL In June 1994, four alternatives for these improvements were presented to the City Council <br />~"wNG for review and discussion. No action was taken on choosing an alternative. Right-of--way <br />aOLID WASiE acquisition from the Bank of Elk River and Boelter's Service Station may be needed <br />sreucruaAL depending on which alternative is chosen. <br />SURVEYING <br />rRARPIC The project was approved by MnDOT for ISTEA funding in F.Y. 1996, which is from <br />TRANSPORiAiION <br />July 1, 1995, to June 30, 1996. The ISTEA application estimated the construction cost at <br />ELecrRlcauMEaANICAL $500,000. Of this amount, 80% of the construction cost to a maximum of $400,000 will <br />ENGINEERwG: be reimbursed by ISTEA. IIl order to utilize the funding in F.Y. 1996, the City must have <br />Hvnc completed several reports, determined right-of--way needs, initiated acquisition, and <br />Powea DISrRIeurloN prepared plans and specifications and received MnDOT approval before June 30, 1996. <br />SCADA <br />srsrEM coNreoLS All right-of--way acquisition costs and engineering expenses must be funded by the City, <br />as they aze not eligible for ISTEA funds. The City would also fund 20% of the <br />construction cost, calculated to be $100,000, plus 100% of any construction cost exceeding <br />the $500,000 estimate. As Main Street is on F1k River's MSA System, it is possible to use <br />MSA funds for the City costs. <br />The next step for the City is to determine if planning should proceed for this project. The <br />use of ISTEA funds requires a number of documents and reports be submitted to various <br />state and federal agencies. The time necessary for preparation and review of these <br />offices iN: documents, aswell asright-of-way acquisition, is significant. The work necessary to allow <br />11NNEAPOLI6 for wnstruction in 1996 must begin as soon as possible.
