<br />MEMORANDUM <br />Item 10. <br />TO: Mayor & City Council <br />FROM: Phil Hals, Street/Park Supt. <br />DATE: April 25, 1995 <br />SUBJECT: Consider Waco Land Purchase <br />The Gagne property involves 48 acres of which about 35 could be usable for <br />ballfields, hiking trails, parking and a proposed road corridor. Several <br />factors are involved in deciding how many fields could be constructed, but a <br />preliminary sketch design including the road corridor suggests that three full <br />sized baseball fields and two full sized soccer fields, plus two parking lots, <br />could be built. <br />The Park and Recreation Commission discussed this proposal and, by motion, <br />• recommended that the property be purchased with non-park funds. The field <br />development costs would be roughly the same on this property or on the <br />WWTS sludge land. Mileage from downtown to either site is about the same. <br />The Gagne land is not as readily accessible for users. <br />My personal opinion is that the Gagne land offers some interesting and <br />unique opportunities for a passive recreation facility as well as active <br />athletics and it would be an excellent use for flood plain property. <br />councIl:wacost <br />• <br />
