City of <br /> <br />E <br /> <br />River <br /> <br />MEMORANDUM <br /> <br />Item #6.15. <br /> <br />TO: <br /> <br />FROM: <br /> <br />DATE: <br /> <br />SUBJECT: <br /> <br />Mayor and City Council <br />Scott Harlicker, Senior Planne~P~' <br /> <br />March 19, 2001 <br /> <br />Case No. OA 01- 01 <br />Request by City of Elk River to Amend the Cluster Ordinance <br /> <br />Request <br /> <br />Consider a request by the City of Elk River to amend the cluster subdivision <br />ordinance. <br /> <br />Attachments <br /> <br />· Design standards - Liberty of the Lake <br />· Ordinance Amendment OA 01- <br /> <br />Overview <br /> <br />At the February 13th and February 27th Planning Commission meetings, the <br />Commission and staff discussed concerns that have been raised by the City <br />Council, the Planning Commission and staff The Commission then gave staff <br />direction regarding amendments to the cluster ordinance to address the <br />issues raised. <br /> <br />Cluster Developments in the A1 District <br /> <br />The Commission had a lengthy discussion of the use of cluster developments <br />in the A1 district. We discussed whether the density bonus is too high and <br />whether limiting the use of the ordinance to within a certain distance of the <br />existing developed areas would control cluster developments. The <br />Commission felt that neither of these options would effectively reduce the use <br />of cluster developments in the outer reaches of the City. Furthermore, the <br />Commission did not feel use of cluster developments in the northern portion <br />of the A1 district was a major problem. <br /> <br />13065 Orono Parkway · P.O.
