Memo to Mayor & City Council/CU 01-05 <br />March 19, 2001 <br />Page 2 <br /> <br />northeast corner of their property, near the intersection of Zane Street and <br />Main Street. <br /> <br />The Jiffy Lube site was approved as part of the conditional use permit for the <br />Wash and Fill. At the time of that approval, the exact tenant for the lube <br />facility was not known and no freestanding sign was included for that facility. <br />The location for a freestanding monument sign for Wash and Fill was <br />included on the approved site plan. The Elk River Crossing PUD allows 1 <br />freestanding sign for each freestanding building. Therefore, the proposed sign <br />for Jiffy Lube does not require an amendment to the conditional use permit <br />for the PUD. <br /> <br />The proposed location complies with the required 10 foot setback from the <br />Main Street right-of-way and the Zane Street right-of-way. The sign will be <br />10 feet high and 15 feet wide. The maximum height allowed is 10 feet; there <br />is no maximum width. The Jiffy Lube portion of the sign is an oval, 15 feet <br />wide and 4 feet high. The changeable copy portion of the sign, located <br />underneath the Jiffy Lube portion, is an oval, 12 feet wide and 3 % feet high. <br />The total square footage for the sign is less than the maximum size allowed, <br />which is 100 square feet. The base of the sign should be wider so that the sign <br />does not appear to be so top heavy. If the base were 12 feet wide it would be <br />the same width as the changeable copy portion and would be in better <br />proportion to the rest of the sign. <br /> <br />Planninq Commission Meeting <br /> <br />At the Planning Commission meeting held on February 27th, no one spoke at <br />the public hearing. The Commission asked how it would fit with the <br />landscaping plan. Attached is a copy of a portion the landscape plan that <br />includes the location of the proposed sign. The sign should not require moving <br />any proposed landscaping. The Commission and the applicant also discussed <br />the proposed changes to the sign; both agreed that the changes were <br />acceptable. <br /> <br />Recommendation <br /> <br />The Planning Commission and staff recommend that the City council approve <br />Jiffy Lube's request to amend the conditional use permit for Wash and Fill to <br />allow a freestanding monument sign with the following conditions: <br /> <br />1. The applicant applies for a sign permit. <br /> <br />2.
