<br />Memo to Mayor & City CounciUP 01-02 <br />March 19,2001 <br />Page 2 <br /> <br />Streets <br /> <br />The Main access to the project will be York Street from 221st Avenue. The right- <br />of-way for York Street has been shifted to the east to provide more distance <br />between York Street and the neighboring home. The plat includes 4 cui de sacs <br />located on peninsulas that extend out into a large wetland. Provisions have been <br />made to allow for future connections to the property on the east and west. The <br />City will be negotiating with the developer on their fair share of the cost of paving <br />221st Avenue. <br /> <br />Lots <br /> <br />The 70 lots will range in size from 16,800 square feet (.38 acres) to 93,000 <br />square feet (2.13 acres). Outlots A, 8, C, 0 and R comprise most of the open <br />space. Outlots A and 8 provides open space near the entrance. Outlot C is <br />future parkland that is dedicated to the city to meet the park dedication <br />requirements. It is currently farmed and will continued to be farmed until the <br />current owner discontinues the farming; it will then become a city park. Outlot 0 <br />is a large wetland complex and Outlot R is the community septic system. If the <br />developer has any plans for placing a structure on any of the outlots, they should <br />be platted as lots so that building permits can be issued. Each of the cui de sac <br />islands and landscape medians are outlots. There is also a narrow strip of land <br />along the east property line that is shown as Outlot G. This outlot should either <br />be incorporated into the street right-of-way or deeded to the adjacent property <br />owner. All the outlots, except Outlot C, will be owned and maintained by the <br />homeowners association. <br /> <br />The City Engineer will be in attendance at Monday's meeting to answer any <br />questions. <br /> <br />Recommendation <br /> <br />Staff recommends that the City Council approve Resolution No.01-_ granting <br />final plat approval for Ridges of Rice Lake with the following conditions: <br /> <br />1. A DEVELOPERS AGREEMENT OUTLINING THE TERMS AND CONDITIONS OF THE PLAT <br />APPROVAL AND INSTALLATION OF IMPROVEMENTS BE PREPARED AND EXECUTED <br />PRIOR TO RELEASING THE PLAT FOR RECORDING. <br /> <br />2. ALL COMMENTS OF THE CITY ENGINEER BE SHALL BE ADDRESSED. <br /> <br />3. A HOMEOWNERS ASSOCIATION DOCUMENT BE PREPARED SUBJECT TO THE CITY <br />ATTORNEY'S REVIEW AND APPROVAL PRIOR TO FINAL PLAT. <br /> <br />4.
