Those shown in red axe all the gravel <br />roads that remain in the City of Elk River. The roadways shown iii green axe the bituminous <br />roadways included in this year's overlay improvement. <br />~~Ve have analyzed each one of these roadways, calculating the cost of a bituminous overlay ox <br />initial paving in the case of gravel roads versus the assessable properties benefiting from the <br />improvement In the case of most of the gravel roads, the number of large properties adjacent to <br />the road will not support the cost of placing a bituminous mat on the gravel roads, while trying to <br />keep the assessment relatively close to the 2006 rate of $1,950 per unit. Given the number of <br />large-sized parcels, some of which do not even contain a home, but axe actually farmed ar vacant, <br />the cost per parcel to leave all of these gravel roads in the 2008 overlay improvement, would rise <br />to well over $3,000 per unit, which is financially unfeasible. The other concern is that with the <br />farming activities that occur in some of these outlying areas of the city, farm equipment needs to <br />use these gravel roads, especially in the spring duxuig the weight restriction time frame. A 2-inch <br />bituminous surface on these roads would not withstand the weight of farming activities. We are <br />concerned that the typical paving of a gravel road that has been done in the past would break up <br />premaruxely under this type of traffic. <br />~~'e have reviewed the financial implications of including all of the gravel roads in the 2008 <br />Bituminous Overlay Improvement with Finance Director Tim Simon and City Administcatox Lori <br />)ohnson. They concur with our recommendation that we should proceed with continuing to pave <br />a few gravel roads with each overlay improvement. In 2008, we axe recommending that the Camp <br />Cozy Axea, Yankton Street, and Union Street all remain in the feasiUility study, given their <br />residential naruxe and the number of assessable units adjacent to them. We axe recommending <br />that the remainder of the gravel roads shown on the attached exhibit be excluded from the 2008 <br />feasibility study because of cost and the type of uses of some of them. <br />
