REQUEST FOR ACTION <br />To Item Number <br />Ci Council 3.5. <br />Agenda Section Meeting Date Prepared by <br />Consent Ma 5, 2008 Tina Allard, Ci Clerk <br />Item Description Reviewed by <br />Resolution Designating Polling Places for the City of Elk River Lari ohnson, Ci Administrator <br /> Reviewed by <br />Action Requested <br />Council motion to adopt a resolution designating polling places fox the City of Elk River. <br />BackgroundlDiscussio n <br />The polling location for Waxd 3A (Ivan Sand School) is no longer able to accommodate us due to their <br />own space issues. Staff has reviewed the Activity Centex and it fits our needs with the exception that the <br />xestrooms do not meet the current building code requirements (specifically fox elections) for handicap <br />accessibility. A handicap accessible portable toilet would need to be rented for the Primary and General <br />Election. (When the Library was converted to the Activity Center it was inspected and did meet the <br />building code requirements that were in effect at that time.) <br />Ward 4B (St. Andrews Church) is currently located just outside the precinct boundary. Staff reviewed <br />other possible locations in the precinct but didn't feel any of them met our needs. State Statute allows the <br />polling location to be outside the precinct boundary within 3,000 feet. Staff would request that the St. <br />Andrews Church continue to be the polling location for Waxd 4B. This precinct has moved around quite <br />a bit in recent years and it would be beneficial to maintain consistency in the location fox voters. In 2010 <br />the Census will be happening and precinct boundaries and polling locations will most likely occur <br />afterwards. <br />Below axe some of the locations considered fox Waxd 4B: <br />Twin Laken School <br />There were complaints about inadequate parking when the school district held their special election last <br />year. The 2008 election predictions ate fox a high turnout of voters this year. Citizens complained they <br />were unable to locate the school due to its location and because mapping search engines provided the <br />wrong directions. There was further confusion between the school and Twin Lakes Christian Church due <br />to the similar names and their pxoxunity to each other. Twin Lakes Church is a polling location for Ward <br />4A. Schools, in general, tend to have concerns regarding safety and security around kids.
