City of <br /> <br />River <br /> <br />MEMORANDUM <br /> <br />TO: <br /> <br />FROM: <br /> <br />DATE: <br /> <br />SUBJECT: <br /> <br />Mayor and City Council <br /> <br />Scoff Harlicker, Senior Planner <br /> <br />January 29, 2001 <br /> <br />Development Proposal for Eull Property <br /> <br />The Planning Commission and staff have been in discussion with a developer <br />interested in developing the Eull property adjacent to the proposed commuter rail <br />station (see attached location map). The developer is strongly interested in <br />commuter rail and believes that this site will support transit and that transit will <br />support this proposal. Discussions have reached the point where the developer team <br />has produced a concept plan and would like the Council's input on the proposal. The <br />developer will be submitting a formal application to the City to develop this property <br />for the March 27th Planning Commission meeting. The developers are requesting <br />input from the Council regarding the concept plan and are willing to make <br />themselves available for a special meeting. Based on the current Council schedule, <br />the next available meeting date would be March 5, 2001. The developer has <br />contacted the Commissioner of Transportation, Elwyn Tinklenberg, expressing their <br />interest in transit-oriented development and requested assistance. He will also be <br />contacting Senator Ourada and Representative Anderson regarding the same. <br /> <br />The attached concept plan includes a mix of residential, office and commercial uses. <br />The residential component will be a mix of townhomes, condominiums and market <br />rate apartments. The townhouses are proposed to be a mix of back-to-back and row <br />house styles. The condominiums will be comprised of several multi-story buildings <br />overlooking a large wetland. The office and commercial components will be located <br />near the front of the site, along Twin Lakes Road and also adjacent to the station site <br />on the west side of Twin Lakes Road. Most of the site, approximately 40 acres, will <br />be residential; approximately 14 acres will be commercial/office and about 15 acres <br />is wetland. <br /> <br />This proposed development requires expanding the urban service boundary to include <br />the east half of the property, which is currently outside the urban service area. The <br />applicant is proposing the rezone the property from Rla (Single Family Residential) and <br />I1 (Light Industrial) to a Planned Unit Development (PUD), which will require platting the <br />property and a conditional use permit. The land use designation will also have to be <br />changed from LI (Light Industrial) and LR (Low Density Residential) to land use <br />designations that reflect the proposed uses in the PUD. <br /> <br />13065 Orono Parkway · P.O.
