Box 490 <br />Elk River,.MN 55330-0490 <br /> <br />RE: ELK RIVER MUFFLER AND BRAKE EXPANSION <br /> <br />Dear Ms. McPherson: <br /> <br />As requested, we have reviewed the plans prepared by John Oliver and Associates for <br />the expansion of the Elk River Muffler and Brake facility located on 171st Avenue at <br />Ulysses Street. Based upon our review, we would offer the following comments: <br /> <br />The grading, drainage, and erosion control plan is essentially the plan from the first <br />construction. It does not show any detail for the future expansion relative to the <br />parking area or other site improvements. A revised plan which shows the detail on <br />the proposed expansion should be submitted, reviewed, and approved. <br /> <br />The retention pond is construction with 3:1 side slopes. Therefore, according to <br />City policy, it must be fenced. The proposed fencing is shown attaching to the <br />proposed expansion. There must be an access point provided for the fire lane <br />required by the Fire Chief. <br /> <br />There is not sufficient room on the site for the proposed expansion, the 20-foot fire <br />lane, and the ponding. Currently, the 20-foot fire lane is at least five to seven feet <br />down the 3:1 slope of the pond. We would suggest that the building expansion be <br />shortened by ten feet to allow sufficient room for all of these items. <br /> <br />The top of the pond should be lowered by approximately half a foot at the area of <br />the emergency overflow. Currently, the top of the pond dike is at 877.0 all along <br />the top. By Iowedng it to 876.5 at the emergency overflow, it can be predicted <br />where the overflow will occur: <br /> <br />5.
