Memo to Mayor and City Council/CU 01-01 <br />February 20, 2001 <br />Page 2 <br /> <br />in size; it measures 2 feet by 8 feet. The base of the canopy is 15 feet above the <br />pavement. The copy on the sign is "CONOCO". <br /> <br />PUD Siqnage Standards <br /> <br />The conditional use permit for the Elk River Crossing PUD includes signage <br />requirements. These standards allow for up to 2 wall signs for each building. <br />Canopy and awning signs are included as wall signs. Canopy signs are not to be <br />illuminated. The applicant is asking that the conditional use permit for the PUD <br />be amended to allow the following changes to the signage requirements: <br /> <br />· A third wall sign <br />· An illuminated canopy sign <br /> <br />Existing Si.qna.qe <br /> <br />The applicant has received sign permits for two wall signs and a freestanding <br />sign. The wall signs read "Express Car Wash" and are located on the north and <br />south elevations, over the entrance and exit of the car wash. The freestanding <br />monument sign is located on the west side of the site along Highway 169. The <br />sign is a 10 foot high monument style sign. A 40 square foot "CONOCO" <br />emblem is located on the top of the monument sign. <br /> <br />Analysis <br /> <br />The proposed canopy sign would be visible from vehicles driving south on <br />Highway 169 and east on Main Street. It would not be visible from vehicles <br />driving north on Highway 169 or west on Main Street. The sign will be about 6 <br />feet higher than the monument sign. Both the proposed canopy sign and the <br />monument sign have the "CONOCO" brand name. Both are visible from the <br />same directions. The proposed canopy sign will be more visible from vehicles <br />traveling east on Main Street than the monument sign and will be visible from <br />farther north on Highway 169 than the monument sign. <br /> <br />The proposed canopy sign at 16 square feet is not an excessively large sign <br />and, other than an accent strip on the bottom of the canopy, will be the only <br />illuminated portion on the canopy. <br /> <br />Planning Commission Meetinq <br /> <br />At the Planning Commission meeting held on January 23rd, no one spoke at the <br />public hearing. The applicant explained that they need the canopy sign so that <br />drivers can tell it is a Conoco station prior to reaching the intersection of Main <br />Street/Highway 169. The Planning Commission agreed and recommended <br />approval of the amendment to the conditional use permit to allow the illuminated <br />canopy sign. <br /> <br />S:\PLANNING\SCOTT~CU0101CC.DOC <br /> <br /> <br />
