CITY OF ELK RIVER <br />RESIDENTIAL ANT1,01SPLACEMENT, RELOCATION ASSISTANCE <br />AND DISPLACEMENT MINIMIZATION FLAN <br />This plan requires the following: <br />A. The City will replace all occupied and vacant livable low /moderate income dwelling <br />umts dem.ohs ed or converted to a use other than as low/ moderate income housing <br />connection with an activity with ids provided under the Dousing and <br />Community Development ,pct of 974, as amended. <br />All replacement hour g wM be provided within three years after the commencement of the <br />demolition or conversion. Before entering mto a contract com=tt€ g the City to provide <br />ids for m activity that wffi directly result in such demolition or conversion, the City will <br />make public and submit to the Minnesota Department of Employment and Economic <br />Development, Business and Community Development Division the following mform.ation <br />in Wn'tingo <br />I. A descrlpdon of the proposed assisted activity; <br />2. The location on a map and number of dweEing units by size number of <br />bedrooms) that will be demolished or converted to a use other than as <br />low /moderate income dwelling units as a direct result of the assisted <br />ac vide ; <br />time schedule for the commencement and completion of the demolition or <br />conversions; <br />4. The location on a rap and the number of dwellg units by size (number of <br />bedrooms) that wiU be provided as replacement dwelling units. If such data <br />are not available at the time of the general submission, the City will Identify <br />the general location on an area map and the approximate number of dwelng <br />units by size and provide infotmation ide d�i g the specific Location and <br />.umber of dreffing units by size as soon as it is aaab.e; <br />. The source of fimding and a time schedule for the provision of replacement <br />dwellg its; <br />6. The basis for concluding that each replacement dwelhg unit will remain a <br />low moderate income d rell .g unit for at least 10 years fro the date of i tial. <br />occupancy; <br />7. Information de o .strafing that any proposed replacement of dwelling units <br />with smaller dwelUng units e.g., a 2- bedroom unit with two 1-bedroom <br />units) is consistent with. the housing needs of low- and moderate-income <br />household s . the jurisdiction. <br />
