O1 04:01p Mn/DOT 282-6200 p.3 <br /> <br />D~ <br /> <br />As I look at thc contract list for Northstar Commuter rail the List seems to self spa,. There are currently 4 <br />contracts that expired as of December 31, 2000. I would suggest that we snmultaneously amend these <br />contracts and reassign to Mn.DOT~. This should be done within the next 30 days. <br /> <br />There are two additional contracts that need to be reassigned to M. nDOT. I would suggest that these be <br />reassigned to MnDOT by March 15, 2001 and then any amendments would be done by MnDOT. This <br />would allow tlle contracts to mn almost to expiration. We don't have the expiration on the BNSF contract <br />bemuse as of yet we have not received a fully executed copy ~ requested. <br /> <br />ha the case of ,Ken Stevens and Mary Richardson--both of those contracts appear to have expired. I would <br />suggest that the contracts not be amended and consequently no reassignment. If you determine that you <br />wish to continue these services you could but the costs would not automatically be covered by the project. <br />A: a minirnu_ng tl~ese services would need to be competitively bid before any consideration for <br />reimbursement in the 10%. <br /> <br />Attached is a copy of the contract list which indicates which contracts should be reassigned and which will <br />remain with NC]DA either permanently or we will just let run to expiration. I have indicated on the <br />attachment the six contracts I have listed above. <br /> <br />'xave asked staff to begin budget preparation that would identify what kinds of costs would be considered <br />~,lgi'ble for inclusion of the 10% local match. Our Chief Financial 0f£eer will be involved in that effort. <br />We will model that budget after new starts budgets that we ~e familiar with. Normally these budgets have <br />a very high level of&tail and take months to assemble but I have asked for a high level breakdo~vn within <br />the next two to thzee weeks so we can issue guidance to you as quickly as possible. As soon as we have that <br />completed I will send that info to you. <br /> <br />The PD for Re Project Manager position (indicated on the org chart faxed to you earlier today) is in the <br />process of being rated and will be posted ASAP. We will be looking for rail experience as well as PM and <br />construction experience. As I indicated to you last week--Tim Yantos would work most closely with this <br />potation. <br /> <br />As I told you when we spoke last week, the FTA had akeady raised the concern about the role of <br />consultants irt the Northstar project in their letter authorlz, ing Re project to move into PE. I have just been <br />advised that they raised tkis concern in a second letter to Mary Richardson dated September 6, 2000. Tkis <br />is not good. It is imperative that we move quickly to get a handle on the controls of this project quickly and <br />that the controls meet the FTA's requirements. The language I am seeing in these letters is very similar to <br />language used in early correspondence to MnDOT regarding the Hiawatha project. <br /> <br /> <br />
