Highway 10 Elk River a • April 14, 2008 <br />Preliminary Design and Environmental Documentation <br />SUMMARY OF HIGHWAY 1'© ELK RIVER BUILD CONCEPTS <br />The Minnesota Department of Transportation (Mn/DOT) along with its consultant, SRF Consulting <br />Group, Inc. has developed two build concepts for improvements to Highway 10 (Hwy 10) through <br />downtown Elk River. The concepts are the same in several areas. Both concepts do the following: <br />• Shift the railroad to the north <br />• Separate the railroad from the street system. The railroad will bridge over the local roads. <br />• Reduce the number of driveway, road, and railroad intersections/conflicts in the corridor <br />• Minimize physical impacts to downtown Elk River <br />• Require construction of a frontage road from Simonet Drive to Upland Avenue <br />• Allow for staging of improvements -improvements could be staged to first construct the <br />railroad improvements along with the Main Street and Jackson Avenue underpasses, and then <br />construct either the expressway or freeway concept (note: the concepts have been developed so <br />that the expressway could be constructed first and the freeway later). <br />Differences between the concepts include the following: <br />Expressway Concept <br />• Maintains mixing of mainline and local traffic -local traffic mixes with Hwy 10 traffic at the <br />Main Street, Lowell Avenue, Proctor Avenue, and Upland Avenue intersections. These <br />intersections would be signalized. <br />• Provides little to no reserve capacity on Hwy 10 beyond forecast 2030 conditions <br />• Provides for more difficult but controlled (signalized) bicycle and pedestrian crossings at Main <br />Street, Proctor Avenue and Upland Avenue. The Jackson Avenue underpass provides the only <br />grade-separated crossing of Hwy 10 along the 1.6-mile corridor. <br />Freeway Concept <br />• Separates local and regional traffic <br />• Provides substantial reserve capacity for regional traffic on Hwy 10 beyond forecast 2030 <br />conditions <br />• Preserves high level of local circulation through the continuous frontage road proposed parallel <br />to Hwy 10 <br />• Provides for controlled, grade-separated bicycle and pedestrian crossings over or under Hwy 10 <br />traffic at Main Street, Jackson Avenue, Proctor Avenue, and Upland Avenue. <br />• Limits local access to Hwy 10 -provides access to and from the west at Upland Avenue and <br />access to and from the east at Proctor Avenue and Main Street <br />H:V'rojects\625S1TP\Meetings\CounciN - 4 14 OS~Summary of Highway 10 Elk River Build Concepts.doc <br />
