City of <br /> <br />E <br /> <br />Memorandum <br /> <br />River <br /> <br />TO: <br /> <br />FROM: <br /> <br />COUNTY BOARD, MAYOR AND CITY <br />COUNCIL <br /> <br />STEPHEN ROHLF, BUILDING AND <br />ZONING ADMINISTRATOR 5~C <br /> <br />DATE: <br /> <br />FEBRUARY 12, 2001 <br /> <br />SUBJECT: ENVIRONMENTAL ISSUES <br /> <br />LANDFILL <br />Representatives of the Elk River Landfill have been in contact with city staff regarding a <br />potential expansion of the municipal solid waste portion of the Landfill to the south of <br />their current operation. Staff does not anticipate an application for such an expansion <br />being submitted for several years. Tiller Corporation is still mining the property to the <br />south of the Landfill and an Environmental Impact Statement is needed for such an <br />expansion. <br /> <br />REALIGNMENT OF COUNTY ROADS 33 AND 77 <br />The County Engineer, City Engineer and city staff have been in numerous meetings with <br />Tiller Corporation and CAMAS regarding this subject. The goal is to coordinate a <br />realignment of these two county roads with the Highway 169/County Road 33 bypass <br />project. <br /> <br />GRAVEL MINING AUDIT <br />At last year's joint County Board/City Council meeting, staff was directed to look into an <br />audit of gravel mining operations to ensure the proper amount of gravel tax was being <br />paid. Staff has decided on a two step approach. <br /> <br />The first step will be to get estimates of the volume of material removed from each pit <br />using aerial photos. This will involve some ground control (surveying). A delay has <br />occurred in accomplishing this first step, due to staff turn over at the aerial photo <br />company selected for this project. The second step will be to do an actual survey of the <br />pits to get more exact volumes, if discrepancies are revealed by the first step. Staff does <br />not anticipate step two being needed, but will proceed as if it will be. Staff is <br />recommending the cost of the audit be divided between the city and county proportionate <br />to the amount of gravel tax that is collected. <br /> <br />ENERGY CITY <br />Some exciting events are coming up for Energy City. On April 19tl~, a grand opening for <br />the wind generator on 225th Avenue will be held. This generator is one of the largest in <br />the country and is the closest to a major metropolitan area.
