Box 490 <br />Elk River, MN 55330-0490 <br /> <br />RE: HILLSIDE 8TH ADDITION <br /> <br />Dear Ms. McPherson: <br /> <br />As requested, we have reviewed the revised grading plan for the Hillside Estates 8th <br />Addition. The plan we reviewed was prepared by Pioneer Engineering and had a <br />revision date of December 12, 2000. There are a number of issues with this revised <br />grading plan. The major ones include the significant retaining walls that have been <br />added to eliminate all the wetland encroachment, the retaining walls and grading for the <br />most southerly lots on Dodge Street, lack of emergency overflow information for the <br />vadous ponds and drainage areas, and a number of more minor grading issues. Frank <br />Kriz of my office has redlined the grading plan and together we have discussed all of our <br />issues with Leon Opatz, P.E., from Pioneer Eng.ineedng, who prepared the plan. Mr. <br />Opatz discussed with me this afternoon each of these issues, stating that he understood <br />the issue and would make the revision necessary. With these changes, I believe that <br />the grading and erosion control plan will be approvable. One word of caution, however, <br />is that removal of the retaining walls adjacent to the wetlands may require some filling of <br />the wetlands. I indicated to Mr. Opatz that he would still have to go through the <br />Technical Evaluation Panel regarding the Wetland Conservation Act. He understood <br />that he would have to go through this process and that the Technical Evaluation Panel <br />may not approve the filling of the wetland, in which case one or more lots may be lost <br />from the development. <br /> <br />If you have any specific questions regarding issues of the grading and drainage plan, <br />please call. <br /> <br />Sincerely, <br /> <br />Howard R.
