City Council Memo - Redistricting <br />February 25, 2002 <br /> <br />Page 2 <br /> <br />PRECINCTS <br /> <br />Precincts are the basic geographical units for organizing and admimstering elections. <br />Precincts are necessary if a county, congressional, or legislative boundary divides the city. <br />Precincts are not tied to population size; however, precincts sized much beyond 2,000 to <br />3,000 registered voters can become cumbersome for election admimstrafion purposes. <br /> <br />WHO IS AFFECTED BY THE CITY REDISTRICITING? <br /> <br />City of Elk River <br /> · Wards 1, 2, 3, and 4 <br /> <br />Sherburne County · County Commissioner District 1 encompasses Wards 1,3, and 4. <br /> · County Commissioner District 5 encompasses Ward 2 <br /> <br />School District 728 · Election District 1 encompasses Wards 1,2 and 3 <br /> · Election District 2 encompasses Ward 4 <br /> <br />REDISTRICTING PROCESS <br /> <br />Staff has prepared two redistricting options for Council review. Staff is requesting Council <br />review of the two options keeping in mind that these are just suggestions. When redistricting <br />a ward, the following requirements must be met. <br /> · The wards must be compact and contiguous <br /> · The population must be as equal as practicable <br /> · Census block boundaries must be used to draw ward/precinct boundaries <br /> <br />COUNCIL ACTION REQUESTED: <br /> <br />Review Options 1 and 2. Choose either of the options as the redistricting plan. Or, the <br />Council can give staff some guidelines for preparing other redistricting options. <br /> <br /> <br />
