more than compensated for the slightly higher fee proposal. The committee was very <br />concerned that Bossardt was not providing enough on-site supervision. The expertise of ICA <br />and the resources committed to the project were key factors in the committee's <br />recommendation. Additionally, it should be noted that Bossardt is an agent CM, whereby all <br />they do is consulting work. On the other hand, ICA is also a general contracting firm where it <br />is in the construction business. The city liquor store project was very successful and a <br />positive experience for the city and the CM for this project was also a general contractor. <br />Attached for your consideration is the standard CM agreement. <br /> <br />Architectural Contract <br />The city has hired Tushie-Montgomery and Associates for programming and design services <br />for the pubLic safety and city hall projects. Since the projects are moving forward into the <br />final stages of the design development work, it is appropriate for the City Council to <br />formally enter into the architectural agreement with Tushie-Montgomery and Associates for <br />services for the city hall, utility, and public safety projects. Architectural services (including <br />design services which we are currently completing) are '7 1/2 percent of the construction cost. <br />This fee does not include the programming expenses, which we have already incurred, and <br />interior design services. Compensation is on page ten of the attached standard <br />owner/architect agreement and the services provided/not provided are listed on page 22. <br /> <br />Action Requested <br /> <br />1. Direct the architects to proceed on with design development work and the <br /> preparation of construction documents so that the public safety facility can go out <br /> for bids. <br />2. Enter into the Construction Manager Contract with I~raus-Anderson Construction <br /> Company for the entire project, which includes the public safety facility, city hall <br /> expansion/remodeling, and the utilities facility. <br />3. Enter into the architectural contract with Tushie-Montgomery Architects. <br /> <br /> <br />
