Description of following attachments as presented by the 19308 Rush Court Residents <br />at the January 22, 2002 in regard to the 193r~ snowmobile link, otherwise known as <br />Hackberry Trail. <br /> <br />Document 1. Resolution No. 97-75 <br />Establishing the usage for 193~d Ave and conversion to a pedestrian corridor. <br />Document 2 3. Memos showing intent for usage as passed by the City Council meeting <br />of 8/18/1997 presented as part of the transportation plan for City. Rd. 1 and 77 as a <br />subset of the City's comprehensive plan. These also show that there was a required <br />contribution to the park dedication fund at $10 per linear foot by the developer of which <br />was indeed made. <br /> Document 4. Is the city Snowmobile Trail map with points of concern including school <br /> crossing area highlighted. <br /> Document #s 5 & 6. City Council Meeting and Parks & Recreations Meeting minutes <br /> showing that the proposed Snowmobile Ordinance had little discussion in regard to the <br /> actual trail, nor mentions the compromise of previously passed resolutions such as 97- <br /> 75. <br /> In addition the Parks and Recs. Commission meeting minutes show that a task force <br /> was put into place to determine the Snowmobile Route and Ordinance language and <br /> makes no mention of the 193~ portion of the Snowmobile Trail and the fact that it is a <br /> non-motorized path. Leaving no room for public participation. <br /> Docum~ent 7. Is Ordinance 01-11. An ordinance repealing all of the existing section of <br /> 1104 of the city code of the Snowmobile Ordinance and adapting a new section 1104. <br /> Which does not specifically mention the Snowmobile Trail route. Please see document <br /> 4 for that. <br /> But it does in specific detail within sections B-1 and B-2 (see copy of ordinance) <br /> spell out where a snowmobile SHALL NOT BE OPERATED! Currently you are in <br /> violation of both of these sections with this link. <br /> Docum~ent 8. Is the current Elk River Parks and Trail map that shows this non- <br /> motorized path as the Hackberry Trail (current 193rd snowmobile trail link) in direct <br /> relationship to the Woodland Trails system. It clearly describes this area as a hiking & <br /> biking trail and even boasts that in the wintertime this system is home to some of the <br /> best cross country ski trails in the entire metropolitan area.., which is now shared with <br /> snowmobiles. <br /> ~An anonymous letter that was left in our mailbox. It's a article from <br /> ToppDog and sums up the Parks And Recs. Meeting of January 9"~ 2002 rather well. <br /> <br /> <br />
