January 21, 2002 <br /> <br />Dear Friends: <br /> <br />The Elk River Citizens League invites you to a presentation about its study of community <br />leadership. While the presentation will be relatively brief, we hope that the ensuing <br />discussion will be of interest to anyone with a stake in the practice and art of leadership at <br />_the local level. The event will take place from 9-11 at the Elk River Public Library on <br />Saturday, February 9m. <br /> <br />In past years the League has conducted a number of studies on issues impacting the <br />greater Elk River area. In each of these studies it has become clear that a common thread <br />is the relationship between positive action to address a community issue and the presence <br />of effective community leadership. Without people taking the lead in making change <br />occur, or in bringing projects to a successful conclusion, nothing happens. <br /> <br />Three years ago the League decided to study leadership as an issue. We defined a <br />leader as any person - elected or not elected - able to facilitate positive action on a <br />matter of concern to the larger community. The study focused on the following <br />questions: <br /> <br />* What motivates people in our area to assume positions of leadership? <br /> <br />· What are the common personal qualifies shared by local community leaders? <br /> <br />Does a community structure exist which encourages and nurtures the <br />development of positive community leadership? If so, what is its makeup? <br />If not - what is lacking? <br /> <br />Please join us on February 9th so that the League may benefit from (1) your discussion <br />of our findings, and (2) your recommendations regarding leadership.
