Memo to Mayor and city Council/CU 01-38 <br />January 22, 2002 <br />Page 2 <br /> <br />barn. The equipment includes a truck & trailer, a 215-Backhoe and a D5-Dozer. The truck <br />and trailer, along with one piece of equipment, will typically be gone between the hours of <br />7:00 am-6:00pm on weekdays and occasionally on weekends. <br /> <br />Analysis <br /> <br />Located on the property is a home and a detached pole barn with a lean-to on the north side. <br />The adjacent properties are single-family dwellings. To the north and east of the subject <br />property is a farmstead. <br /> <br />Staff visited the site and found that there is adequate screening for the neighboring <br />properties with the existing vegetation. The house and pole barn are set back about twice as <br />far from the road as the surrounding homes. With the combination of vegetation and <br />distance from the road, there are no sight lines to the rear of the home. The farmstead to <br />the north and east is visible from the property so additional screening of the outdoor storage <br />area should be provided. <br /> <br />Six of the applicant's neighbors provided letters in favor of approving the Conditional Use <br />Permit. <br /> <br />Planning Commission Meeting <br /> <br />At the Planning Commission meeting held on December 18th no one spoke at the public <br />hearing. The Commission discussed the need for screening on the north property line. They <br />felt that 3 foot high evergreen trees planted 15 feet on center would provide sufficient <br />screening. <br /> <br />Recommendation <br /> <br />The Planning Commission and staff recommend that the City Council approve the <br />Conditional Use Permit request by Bart Boese for a Home Occupation and Outdoor Storage <br />of Equipment for an excavating business with the following conditions: <br /> <br />Provide an improved surface, such as class-5, asphalt or concrete, for the <br />outdoor storage area. <br />If more than 3 pieces of equipment, aside from the truck and trailer, are to be <br />stored outside, the applicant shall apply for an amendment to the Conditional <br />Use Permit. <br />Provide additional screening by planting 3-foot tall coniferous trees, at 15 feet on <br />center, along the north property line from the front of the house to the rear line <br />of the pole shed. <br /> <br />Document2 <br /> <br /> <br />
