Memo to Mayor and City Council/P 00-1 <br />January 22, 2002 <br />Page 2 <br /> <br />The preliminary plat consists of 99 lots on approximately 62 acres. The proposed final plat is <br />consistent with the approved preliminary plat. <br /> <br />The applicant is proposing to include only the proposed 5 lots in the final plat for Hillside <br />Estates 8th Addition. The remaining acreage that was part of the preliminary plat approval, <br />including the area of the proposed park, will be platted at a later date. It is likely that future <br />phases of this project will begin in the northwest section of the preliminary plat and continue <br />to the south and east. <br /> <br />Grading, Drainage and Utilities <br /> <br />Grading, drainage and utility issues are addressed in the City Engineer's memo. <br /> <br />Park Dedication <br /> <br />The applicant will meet the park dedication requirement with a combination of land and <br />cash. Since a portion of the proposed park consists of wetlands, steep slopes and a utility <br />easement, the applicant will not receive total credit for the proposed parkland. The area of <br />wetlands, steep slopes and the utility easement will be deducted from the park. In order to <br />meet the 10% land dedication requirement, the applicant will make up the difference with <br />cash. The parkland is not included in the final plat. <br /> <br />Recommendation <br /> <br />Staff recommends that the City Council approve the attached Resolution No. 02- <br />granting final plat approval for Hillside Estates 8th Addition with the following conditions: <br /> <br />THAT A DEVELOPERS AGREEMENT BE PREPARED OUTLINING THE TERMS AND <br />CONDITIONS OF THE PLAT APPROVAL AND INSTALLATION OF <br />IMPROVEMENTS TO BE RECORDED WITH THE FINAL PLAT. <br /> <br />2. THAT ALL COMMENTS OF THE CITY ENGINEER BE ADDRESSED. <br /> <br />3. THAT STREET LIGHTS BE INSTALLED AS REQUIRED BY ELK RIVER UTILITIES. <br /> <br />4. THAT A SNOW STORAGE EASEMENT BE PROVIDED IN THE CUL-DE-SACS <br /> PRIOR TO RELEASING THE PLAT FOR RECORDING. <br /> <br />THAT THE PROPOSED PARK (OUTLOT D) BE ACCEPTED TOWARDS PARK <br />DEDICATION ( WITH A REDUCTION FOR WETLAND, STEEP SLOPES AND <br />UTILITY CORRIDOR) AND THE REMAINING DEDICATION REQUIREMENTS BE <br />ACCEPTED AS CASH IN LEIU OF LAND IN THE AMOUNT REQUIRED BY THE <br />CITY AT THE TIME OF FINAL PLAT AND PAID PRIOR TO RELEASING THE PLAT <br />FOR RECORDING. <br /> <br />6. THAT ALL THE MAIL BOXES IN THE CUL-DE-SACS BE CLUSTERED. <br /> <br />7.
