City Council Minutes <br />January, 14, 2002 <br /> <br />Page 5 <br /> <br />FEIMA GRANT. COUNCILMEMBER DIETZ SECONDED THE MOTION. <br />THE MOTION CARRIED 5-0. <br /> <br />5.8. Consider Small Theater Usage Policy <br /> <br />Councilmember Motin reviewed the District #728 Facility Use Policy for the use of the <br />Small Theatre. <br /> <br />COUNCILMEMBER MOTIN MOVED TO ADOPT THE DISTRICT #728 <br />FACILITY USE POLICY FOR THE USE OF THE SMALL THEATRE. <br />COUNCILMEMBER TVEITE SECONDED THE MOTION. THE MOTION <br />CARRIED 5-0. <br /> <br />5.9. Public Safety. Facility, - City, Hall Expansion Update <br /> <br />The City Administrator noted that Gary Tushie of Tushie Montgomery Architects was <br />present to address issues relating to the Public Safety Facility' project. <br /> <br />Finance Director Lori Johnson provided comparisons of lease revenue and general <br />obligation bonds as well as tax impacts for six bond issues showing three different dollar <br />amounts for both lease revenue and general obligation. <br /> <br />The Council concurred that it would be best to use a lease-revenue approach because there <br />would be less of an impact on the residential property owners. Councilmember Tveite <br />indicated that there would be a larger impact on the commercial/industriai property; <br />however, this type of property would benefit the most due to the fn:e insurance rating being <br />maintained with the satellite £~re station being part of the project. <br /> <br />The City Administrator reviewed the budget options for the public safety building. The <br />options listed in his memo would were deductions that would allow the cost of the public <br />safety facility to be reduced from 7.3 Million-Dollar to 5.3 Million-Dollars if all of the <br />deductions were made. Mayor Kdinzing requested to see the tax impact on a full facility <br />without making any cuts. After reviewing the possible cuts, it was the consensus of the <br />Council to delete one-half of the police garage spaces saving $100,000 and to build the 4,500 <br />sq ft second level as only a shell for future expansion, saving $225,000. <br /> <br />COUNCILMEMBER MOTIN MOVED TO PROGRESS WITH THE PROJECT <br />BUT TO DELETE EIGHT OF THE POLICE GARAGE SPACES AND TO <br />BUILD THE 4,500 SQ. FT. SECOND LEVEL AS A SHELL FOR FUTURE <br />EXPANSION. COUNCILMEMBER TVEITE SECONDED THE MOTION. <br /> <br />Councilmember Dietz questioned whether the motion included building the entire gun <br />range. The City Admimstrator indicated that if it became apparent that the bids were coming <br />in too high, the gun range equipment could be deleted if it was bid as an alternate. <br /> <br />COUNCILMEMBER MOTIN MADE A FRIENDLY AMENDMENT TO THE <br />MOTION TO STATE THAT THE PROJECT MOVES FORWARD WITH A BID <br />ALTERNATE FOR THE GUN RANGE EQUIPMENT. COUNCILMEMBER <br />TVEITE CONCURRED WITH THE FRIENDLY AMENDMENT. THE <br />MOTION CARRIED 5-0. <br /> <br /> <br />
