City Council Minutes <br />January 14, 2002 <br /> <br />Page 2 <br /> <br />3.10. <br /> <br />CALL SPECIAL COUNCIL MEETING FOR FEBRUARY 4, 2002 TO <br />DISCUSS THE COMPREHENSIVE PLAN REVISIONS AND UPDATE <br />PROCESS WITH THE PLANNING COMMISSION <br /> <br />COUNCILMEMBER TVEITE SECONDED THE MOTION. THE MOTION <br />CARRIED 5-0. <br /> <br />4. Open Mike <br /> <br />Dawn Hork - 19308 Rush Court NW, Elk River - Ms. Hork stated that the path located <br />by her home had been signed "not for use by motor vehicles" and that a sign stating that <br />snowmobilers could use the path had recently been added. She indicated her concern of the <br />potential danger to children using the path. She indicated she did not understand how a <br />snowmobile could use a non-motorized path. <br /> <br />Todd Bowman - 18083 Macon St NW, Elk River - Mr. Bo~vman indicated his concern <br />with snowmobilers not following the snowmobile rules regarding where they can ride. He <br />stated that snowmobiles are trespassing through his yard. He indicated his concern regarding <br />the safety of his handicapped son and his concern with the noise. Mr. Bowman requested <br />the Council to take immediate action. <br /> <br />Councilmember Motin stated that the City, is continuing to look into the snowmobile issue. <br />He indicated that e,,dsfing rules will be monitored and are subject to change. The Chief of <br />Police addressed some of the issues. It ,was noted that the Council would review the <br />snowmobile issue at the January 22 meeting under the Park and Recreation Commission <br />Update agenda item. <br /> <br />5.1. Appointment of Vice Mayor <br /> <br />COUNCILMEMBER MOTIN MOVED TO APPOINT DAN TVEITE AS VICE <br />MAYOR FOR 2002. COUNCILMEMBER DIETZ SECONDED THE MOTION. <br />THE MOTION CARRIED 5-0. <br /> <br />5.1.A. <br /> <br />Recreation Department Changes <br /> <br />Recreation Manager Michele Bergh indicated that Darci Stiff has resigned as Program <br />Assistant. She indicated that Darci's resignation prompted her to re-evaluate the structure of <br />the department. Michele noted that she is recommending some adjustments to job tides and <br />dudes. Michele reviewed her recommendations as indicated in the memo to the Mayor and <br />Council. <br /> <br />COUNCILMEMBER DIETZ MOVED TO APPROVE THE <br />RECOMMENDATIONS MADE BY THE RECREATION MANAGER AS <br />FOLLOWS: <br /> <br />ADJUST THE RECEPTIONIST AND THE PROGRAM ASSISTANT <br />POSITIONS TO OFFICE ASSISTANT I, GRADE 5. <br /> <br />PROMOTE SHARI PIKARRAINE FROM RECEPTIONIST LEVEL 4 TO <br />OFFICE ASSISTANT I, GRADE 5. <br /> <br /> <br />
