Box 490 <br />Elk River, MN 55330-0490 <br /> <br />RE: MOOS ADMINISTRATIVE SUBDIVISION <br /> <br />Dear Mr. Leeseberg: <br /> <br />As requested, we have reviewed the Ruth E. Moos Estate Administrative Subdivision of <br />the piece of property located in the southeast quadrant of County Road 32 and Pascal <br />Street NW. Based upon our review and comments received at the staff review meeting, <br />we would offer the following comments: <br /> <br />The property appears to be approximately 7.7 acres and is proposed to be <br />subdivided into three parcels, one containing the existing home which will access <br />directly onto County Road 32, and two others which will front on Pascal Street, one <br />having frontage on both Pascal and County Road 32. Any development on the two <br />new lots should be required to provide their access onto Pascal Street. Therefore, <br />the administrative subdivision should provide access control along the County <br />Road 32 frontage of Lot 1. <br /> <br />At the staff review meeting, Mr. Dick Corbin from Sherburne County indicated that <br />the County needs 50 feet of right-of-way along County Road 32, and that right-of- <br />way needs to be provided in fee title. If the plat is changed to provide the County <br />Road 32 right-of-way in fee title, there will not be sufficient area to create two <br />additional lots of 2.5 acres each. In fact, Lot 3 that the existing home sits on will be <br />under 2.5 acres in size if the 50-foot right-of-way for County Road 32 is subtracted. <br />However, whether the right-of-way is given in fee title or easement does not affect <br />the buildable area of the lots. Therefore, this may be an appropriate place for a lot <br />size variance. <br /> <br />There is no indication whether or not there are any wetlands on the site. There is <br />also no information provided that can be used to determine whether the two <br />created lots are buildable. Additional information should be provided such as spot <br />elevations or topography along with building site locations and primary and <br />secondary septic system locations. <br /> <br />4.
