Howard R, Green Company
March 11, 2002
File: 816800J-0060

Item 5.3.

Honorable Mayor and City Council
City of Elk River
13065 Orono Parkway
P.O. Box 490
Elk River, MN 55330-0490

RE:

SANITARY SEWER LINING
CONSTRUCTION BIDS

Dear Council Members:

We have tabulated the bids received on Tuesday, March 5, for the 2002 Sewer Lining project.
There were a total'of three bids. The following list provides the bidders and their total bid:

Visu-Sewer Clean & Seal
Insituform Technologies
Lametti & Sons

$62,849.25
$65,917.50
$66,245.00

The two areas being considered for sewer lining in 2002 are 8th Street from Upland Avenue to
Watson Avenue, and the other area is 6th and 7th Street just east of Irving Avenue. Both of
these areas have had a history of sewer blockage problems causing the Sewer Department to
spend a significant amount of maintenance time trying to keep the lines clean.

The 2002 budget contained $52,000 for sanitary sewer lining based on an estimate of 1,468
feet. The total length of sewer line that was bid in the 2002 project was 2,395 feet. As you can
see, the project is slightly over budget, but is a very competitive bid when evaluated on a per
foot basis. We have discussed these total bids with Gary Leirmoe, Chief Operator of the
wastewater treatment plant, and Lori Johnson, Finance Director. Based on our discussion, we
would recommend that the City Council award the entire project to Visu-Sewer Clean & Seal.
Attached is a resolution for your consideration that awards this project to Visu-Sewer Clean &
Seal.

If you have any questions regarding this information, please call.

Sincerely,

Howard R.
