Box 490 <br />Elk River, MN 55330-0490 <br /> <br />RE: <br /> <br />TH 10/WACO STREET SIGNALIZATION <br />FEASIBILITY STUDY <br /> <br />Dear Council Members: <br /> <br />As directed at a previous City Council meeting, we have prepared a bdef feasibility study <br />in a letter format, which is attached, for the signalization of the intersection of TH 10 and <br />Waco Street. As we were directed by the City Council at that meeting, the feasibility <br />study recommends assessing one-quarter of the anticipated City cost of the signal <br />system to the three commercially zoned properties in the southeast quadrant of that <br />intersection. <br /> <br />Since the proposed assessment is essentially a fixed dollar amount, it is proposed to <br />hold the public hearing and assessment hearing the same night. Attached for the <br />Council's consideration are three resolutions. The first resolution authorizes the <br />preparation of the feasibility study for the signalization of the TH l O/Waco Street <br />intersection. The second resolution receives the feasibility study and orders the public <br />headng to be held on May 13, 2002. The third resolution determines the cost to be <br />assessed and orders preparation of the assessment roll. We would recommend <br />adoption of all three of these resolutions. <br /> <br />If you have any questions regarding the process or the feasibility study, I will be in <br />attendance at your Apdl 15, 2002, City Council meeting. <br /> <br />Sincerely, <br /> <br />Howard R.
