Box 490 <br />Elk River, MN 55330-0490 <br /> <br />RE: <br /> <br />175TH AVENUE IMPROVEMENT <br />WATERMAIN CONSTRUCTION <br /> <br />Dear Council Members: <br /> <br />As directed by the City Council, I met with Pat Klaers, City Administrator, and Bryan <br />Adams, General Manager Elk River Municipal Utilities, to discuss the potential of <br />constructing and funding watermain with the 175th Avenue improvement. Various <br />alternatives for funding the watermain construction in the near term until assessments <br />can be levied against adjacent property owners were discussed. Complicating the <br />funding scenado is the fact that the Elk River Municipal Utilities need to relocate a <br />booster pumping station to this location once the watermain is extended to facilitate the <br />connection between the high pressure and Iow pressure systems. The additional cost of <br />relocating the booster station is approximately $75,000. <br /> <br />In addition to funding the watermain construction, the timing as to when this connection <br />is ultimately needed was discussed. This connection would add additional fire flow <br />potential to existing developments adjacent to TH 10, namely the Rail 10 Industrial Park. <br />However, prior to the East Elk River improvements, this area was not served by water. <br />Consequently, the fire protection in this area has increased significantly since the East <br />Elk River improvement. It was our consensus that waiting a few years to provide this <br />watermain loop on 175th Avenue should not adversely affect the existing developments <br />in East Elk River. <br /> <br />Based on this discussion, it is the recommendation of the three of us that the watermain <br />on 175th Avenue should be excluded from the 2002 improvement project. As previously <br />discussed, we would recommend that the detached bituminous pathway proposed for <br />the north side of the road be eliminated from the project where watermain is expected in <br />the future. The pathway can be left on the 175th Avenue project along most of the Park <br />Pointe Addition. This will preserve a comdor along the north side of the road for future <br />watermain construction. After the watermain is constructed in the future, the bituminous <br />pathway could be constructed at that time.
