Representative James Knoblach
February 20, 2002
Page 2

These project development costs are generally estimated at 18% of construction costs. These cost
estimates are ha year 2001. dollars and have not been inflated to an expected year of construction.

At this time, there is no specific funding attached to this vision through the year 2025.
Mn/DOT's Metropolitan Division long-range Transportation System Plan (TSP) does have a set
aside, for unspecified ]IRC projects, of upwards of $400 million targeted for the time period
between 2011-2025. Allocation of this set aside is intended to be through a competitive process
for projects that come from any of the current or future IRC planning efforts in the following
IRC segments:

1 35W from 1-694 to Junction 1 35E
1 35E from 1-694 to Junction 1 35W
1 35 from Junction 1 35 E/W to N Chisago County line
1-94 from 1494 to the Crow River
Tlt 101 from Rogers to the Crow River
T-E[-1-69-fro m-I-494-to -8-Seo tt-Go u.n t'~lin e
Tiff 10 from 1 35W to Elk River
TE[ 36 from 1 694 to Stillwater
TEl 8 from 1 35 to Wisconsin
Ti:/212 from 1 494 to W Carver County line
TH 52 from 1 494 to S Dakota County line
1 35E from ! 494 to Junction 1 35W
135W from 1 494 to Junction 1 35E
1 35 from Junction 1 35 E/W to S Dakota County line

Th. is means that Mn/DOT has limited resources to allocate (upwards of only $400 million over 15
years) to improving and managing 14 IRC corridors within the boundaries of the eight county
Mn/DOT Metropolitan Division. Improvements to these corridors outside of Metro Div/sion
boundaries will have to be funded by the construction budgets of the adjacent M_n/DOT Districts.

We must therefore conclude that none of the visions for TH 10 or any of these other corridors wiil
be fully funded or constructed by 2025, if ever, given current levels of transportation funding.

I hope this information has answered the questions concerning TH 10 wl-dch arose in your Capital
Investment Committee meeting. If I can be of further assistance or any additional questions arise,
please contact me at 651/582-1481.

Sincerely,

Area Manager
Metropolitan Division
