The first area will contain the home hair salon services. Within that area <br />will be items such as a chair, a sink, a hair dryer, a manicure table, a waiting couch, a work <br />desk, and a hair product display. The second area will be devoted to a toilet area. The third <br />area will be a hallway/second exit area. <br /> <br />The number of clients expected to be using the salon at any one time will be one. There <br />may also be a client waiting for their appointment. <br /> <br />The hours of operation, by appointment only, will be Tuesday through Saturday 8:00 a.m. to <br />8:00 p.m. <br /> <br />Access to the salon will be off of Cleveland Street at the existing driveway. There is <br />adequate parking space in the existing driveway for clients. <br /> <br />Planning Commission Actions <br /> <br />The only concern that was discussed by both the Planning Commission as well as a resident <br />was if the use of chemicals posed any contamination concerns, since the home had a septic <br />system. The Planning Commission asked that the City Engineer comment on the impact of <br />the chemicals on the system. <br /> <br />Recommendation <br /> <br />Staff and the Planning Commission recommend that the City Council approve the request <br />for a conditional use for a Home Occupation (Home Hair Salon) with the following <br />conditions: <br /> <br />1. THE SALON SHALL COMPLY WITH THE BUILDING CODE <br /> REQUIREMENTS. <br />2. THE APPLICANT SHALL MEET ALL STATE LICENSING <br /> REQUIREMENTS. <br />3. IF ADDITONAL WORKSTATIONS OR EQUIPMENT ARE TO BE <br /> ADDED, THE APPLICANT SHALL APPLY FOR AN AMENDMENT TO <br /> THE CONDITIONAL USE PERMIT. <br />4.
