West, Fire Chief'" DATE: December 9, 2002 SUBJECT: Authorization to Hire Paid On Call Firefighters Item # 3.3 The Elk River Fire Department has been in the process of hiring frrefighters due to the change of residency and resignation of past f~refighter members. During the past few months, we have advertised, screened, and interviewed potential candidates for the position of paid on- call frrefighter for the Elk River Fire Department. With the process now complete, I am bringing to the Council the names of four candidates to fill the positions of paid on-call firefighters. The Elk River Fire Department Personnel Committee has selected Tim Brisbin, Tim Marchiafava, Brent Richter, and Scott Schmidt. The Elk River Fire Department Personnel Committee beheves ;ve have four excellent candidates for the positions of paid on-call firefighters. With the approval of the City Council, and successful completion of the frrefighter physicals, stress tests and background checks, the new candidates shall start with the Elk River Fire Department shordy thereafter. The process of recruitment and retention of firefighters has become a very difficult task for the Elk River Fire Department. Increased family commitments and increased time commitments to the Elk River Fire Department for training and fire calls has increased the problem of retaining firefighters, not only in the Elk River Fire Department, but in all frre departments throughout the State of Minnesota. I will be in attendance at the December 9, 2002 Council Meeting to answer any questions that you may have in reference to the addition of four firefighter candidates to the Elk River Fire Department.
