MEMORANDUM

Item 5.5

TO:

FROM:

DATE:

SUBJECT:

Mayor and City Council

Pat Klaers, City Administrator/~
December 9, 2002

Consider City Recreation Use of Boys & Girls Club

Councilmember Dietz has requested that this issue return to the City Council for further
discussion and consideration. The issue of the city renting gymnasium space at the Boys &
Girls Club was discussed on October 28, 2002. Due to budget concerns, the City Council
elected to not pursue this recreation opportunity.

Use of the gymnasium space at the Boys & Girls Club will expand the City Recreation
programming opportunities. City Recreation programs being run at the Boys & Girls Club
gymnasium will be an additional city expense. Use of this space will not replace current
expenditures for such things as rental of school gymnasiums. Some programs will more than
cover the expenses for instructors, supervisors, and supplies, but not too much additional
revenue is anticipated.

The proposal before the City Council is the same as it was on October 28. This proposal is to
rent the gymnasium space for $15,000 per year with a minimum commitment of three years.
The city will have access to the gymnasium all 52 weekends of the year and on school days
before 2 p.m. The city will not have use of the gymnasium during the weekdays during the
summer or when school was out of session. The $15,000 expenditure will have to come from
the City Council contingency fund and be transferred into the recreation budget in 2003. This
expenditure equates to renting the gymnasium for about $289 per week.

Establishing recreation programs at the gymnasium may start off slowly, but ultimately would
be a great addition to the City Recreation program offerings (See attachment from Recreation
Manager Michele Bergh). This partnership with the Boys & Girls Club would be a
continuation of an existing relationship and should strengthen our long-term commitment to
each other. The use of the facility as noted above should be viewed as a minimum and there
may be other times or other spaces that we mutually agree are available for use by the city (i.e.:
maybe the gym could be available on Wednesday evenings or maybe City Recreation could
also use the multipurpose-room on weekends).
