TO: <br /> <br />FROM: <br /> <br />DATE: <br /> <br />SUBJECT: <br /> <br />Item 6.4. <br /> <br /> MEMORANDUM <br /> <br />Mayor and City Council <br /> <br />Lori Johnson, Finance Director <br /> <br />November 25, 2002 <br /> <br />Consider Financial Management Plan Recommended Action - <br />Establish Storm Sewer Improvement District <br /> <br />The Financial Management Plan approved in January 2002 includes an action item to set up <br />a Storm Sewer Improvement District to finance activities under the Surface Water <br />Management Plan. The District will be set up under Minnesota Statutes ~444.17 - ~444.21. <br /> <br />In order to establish this District, the City Council must hold a public hearing prior to <br />adoption of the ordinance establishing the District. The Council is asked to call a public <br />hearing for January 13, 2003, to receive public input on the establishment of the Storm <br />Sewer Improvement District. The establishment of this District simply allows for a financing <br />mechanism in which to finance the construction and maintenance of the City's storm sewer <br />system. It is not anticipated that any additional taxes will be levied in the immediate future <br />under this taxing District. If the Council does choose to utilize this District for funding new <br />projects, public input must be received and considered prior to the Council undertaking such <br />a project and levying a storm sewer tax. <br /> <br />Action Requested <br />The City Council is asked to call a public hearing for January 13, 2003, to consider the <br />establishment of a Storm Sewer Improvement District pursuant to Minnesota Statutes <br />2444.17 - 2444.21. <br /> <br />S~ Coundl/ Lwri/ S tormSw'lmprmntDistdct <br /> <br /> <br />
