Elk River Station EAW

September 6, 2002

28. Impact on Infrastructure and Public Services

Will new or e.'rpanded uti/tries, roads, other ir~i'astructure or pub/ic sea-vices be ~'equired to serve the projecW
[] Yes [] No. I./~ves, describe the new or additional infrasu-ucture or sem,'ices needed. (Note: any
in. fi"astructure that is a connected action with respect to lhe projec! must be assessed in the £,4 W; see £A W
Gui, telines for details.)

The project will require expanded infrastructure and public services including sewer, water, and
energy utilities, roadways, and public safety and educational services. The physical expansions
required are discussed throughout this EAW. As described in Item 13, the proposed development will
involve connection to the City of Elk River municipal water supply system and will not require
installation of any new domestic wells. The City has planned for an adequate municipal water supply
system to supply Elk River Station and future developments.

As discussed in Item 21, the proposed project is expected to generate increased traffic over the next
four to five years as the project area develops. It.is anticipated that turn lanes will be required on
Tyler Street and that monitoring of traffic growth at interactions along Tyler Street will identify the
need for four-way .stop sign control when it arises. The project is not expected to have an adverse
effect on the regional transportation system.

29. Cumulative Impacts

Minnesota Rule part 44/0.1700, subpart 7, item B reqtth'es that the RGU consider the "cumu/ative potential
effects of related or anticipated fimn-e projects" when detet~nining the need for an environmental impact
statement. Ident~, ; wtv past. present or reasonablyforeseeable fi, tture project that may interact with the project
described in this £,q W in such awcO, as to cause cumulative impacts. Describe the nature of the cumulative
bnpacts and summarize any other avai/able information relevant to determining whether there is potential.for
significant environmental effects due tO cumu/ative impacts (or discuss each cumulati~'e impact under the
appropriate item(s) elsewhere on this form).

Potential cumulative effects or anticipated future projects are not known at this time, and depend
largely on the type, density, and location of development. Therefore, it is not known if potential future
projects will interact with Elk River Station in such a way as to cause cumulative effects. If future
developments meet or exceed the thresholds of any mandatory EAW category, their potential impacts
will be need to be addressed in separate EAWs.

30. Othei' Potential Environmental Impacts

If &e project may cause any' adverse environmental impacts not addressed by items 1 to 28, identify and discuss
them here, along with any'proposed mitigation.

No other adverse environmental impacts are anticipated as a result of this project.

~t~ Westwood Professional Services, Inc.
