<br />Elk River Station is a proposed 70-acre mixed-use Planned Unit Development entailing 430
<br />attached residential units, including 300 townhomes, 70 cooperative senior housing units, and 60
<br />apartments. The commercial component of the project includes 81,000 square feet of retail,
<br />office, sit-down restaurant, daycare and convenience/fuel.

<br />
<br />Elk River Station is a Planned Unit Development proposed for construction in the N ¼ of NE ¼ of
<br />Section 11, T32N, R26W, City of Elk River, Minnesota. The project site is located one-half mile
<br />east of State Trunk Highway 169 at Tyler Street (Exhibit 1).
<br />
<br />Proposed residential land use includes the construction of 60 apartment units, 300 townhome
<br />units, and two buildings that will include 70 senior living units. All residential development will be
<br />located on the east side of Tyler Street. Commercial land use east of Tyler Street will consist of
<br />42,000 square feet of office/retail and a 5,000 square-foot day care facility. The portion of the site
<br />west of Tyler Street will include 20,000 square feet of office/retail, an 8,000 square-foot sit-down
<br />restaurant, and a 6,000 square-foot convenience/fuel station with 12 vehicle-fueling positions.
<br />The development types are summarized in the following table. The project will include five
<br />stormwater ponds designed to provide water quality treatment and rate control for runoff from
<br />impervious surfaces, and consideration is being given to construction of small parks, open
<br />spaces, and trails (Exhibit 2).

<br />Construction of Elk River Station will begin in the spring of 2003 and be completed in phases over
<br />the next four years, with full build out anticipated in the fall of 2006. However, construction timing
<br />will ultimately depend on the pace of townhome sales and market conditions. Approximately 51.3
<br />acres of the site will be mass graded in phases to construct roadways, buildings, stormwater
<br />ponding, amenities, and.install utilities. It is anticipated that construction will entail moving a total
<br />of approximately 165,000 cubic yards of soil.

<br />Project development will convert approximately 31.9 acres of old field/grassland, 15.4 acres of
<br />woodland, and 3.8 acres of brushland/grassland to residential and commercial land uses,
