Memo to Mayor and City Council/P 01-05 <br />November 18, 2002 <br />Page 3 <br /> <br />The applicant is requesting the rezoning to PUD to allow for a mixed use development. The <br />mix of uses includes a commercial/office component, senior housing with a daycare center, <br />an apartment building and townhouses. <br /> <br />Environmental Review <br /> <br />The applicant has submitted an EAW for this project that has been reviewed by the City. <br />Staff has reviewed the initial draft of the EAW, determined it was complete and accepted it <br />for distribution. A copy of the EAW is included in your packet. The Council will be asked to <br />make a negative declaration on the need for an EIS. <br /> <br />Conditional Use Permit and Preliminary Plat <br /> <br />Proposed Uses <br /> <br />The project includes a mix of commercial/office space, senior housing, apartments and <br />townhouses. <br /> <br />Apartments <br /> <br />The project includes 60 apartments that overlook the large wetland in one 4-story building. <br />There will be underground parking as well as a surface parking lot. The apartments will be a <br />mix of 1, 2 and 3 bedroom units. <br /> <br />Building elevations <br /> <br />The design of the building includes a stepped down design at the ends of the buildings. The <br />architectural character of the apartments reflects a railroad theme and incorporates <br />components of the craftsman design style. The building is also "bent" so it will not provide <br />the appearance of an extremely long fasade. <br /> <br />Parking <br /> <br />Parking will be provided at 2.25 spaces per unit (a total of 135 spaces). Underground parking <br />will be provided at a ratio one space for each unit. There will also be 75 surface parking <br />spaces. The parking requirements found in the zoning code for apartments are 2.5 spaces per <br />unit (150 spaces required).
