City ~
River

MEMORANDUM

TO:

FROM:

DATE:

Mayor and City Council

Michele McPherso~irector

November 18, 2002

of Planning

SUBJECT: Park and Recreation Commission Update

Item # 4.4.

Attachment

· Commission Application - Arthur Jackett

Mr. Jackett will be in attendance at Monday's meeting to be interviewed for the vacancy
created by Commissioner Brigg's recent resignation. Mr. Brigg's term will expire February
28, 2004. Mr. Jackett has expressed an interest, both on his application and verbally to staff,
in serving on the Commission.

Ice Rinks

At the November 13, 2002 meeting, the Commission discussed moving the Handke hockey
rink to Lions Park, leaving only recreational skating in "The Pit". The Commission directed
staff to keep a rink for both hockey and recreational skating at Handke and Lions Park. The
Commission recommended that staff monitor the behavior of hockey players and report
back to the Commission regarding any issues or concerns.

Park Dedication Fee~

The Commission also discussed park dedication fees for residential properties. The
Commission recommended that the City Council increase residential park dedication fees to
$1,615 per lot or dwelling unit (slightly less than 5%). They did not recommend any increase
~n commercial or industrial park dedication rates. Staff recommends that the Council
concur with this recommendation, and as part of the fee resolution, adopt the
increase in the residential park dedication fees.

S:\PLANNING\MICHMC\CCREPRTS\I1 18 P&R Update.doc
