<br />Regular Meeting Minutes
<br /> September 5, 2002

<br />The Northstar Corridor Development Authority met in regular session on September 5, 2002, in the Board
<br />Room at the Sherbume County Government Center, Elk River, Minnesota.
<br />
<br />Present were: Tim Yantos, Bill Schreiber, Dan Erhart, Gary Then, Robert Kirchner, Tom Gamec, John
<br />Weaver, Kirsti Marohn, Janice Halvorson, Linda Jungwirth, Scott Harlicker, Mike Rogers, Jim Barton, Dean
<br />Michalko, Luci Botzek, Lona Schreiber, Julie Shortridge, Dartrell Lipscomb, Ken Stevens, Paul McCarron,
<br />Lewis Stark, Arne Engstrom, Terry Nagorski, Bob Johnson, Duane Cekalla, Duane Grandy, John Norgren,
<br />Ewald Petersen, Mike Schadauer, Woody Bissett, Eugene Young, Todd Rapp, John Himle, Jeff Dehler,
<br />David Loch, Peg Aho, Mark Stenglein, and Jean Keely.

<br />l. The meeting was called to order at 4:30 p.m. by Chairperson Paul McCarron.
<br />
<br />2. It was the consensus of the Board to approve the agenda of September 5, 2002 as presented.
<br />
<br />A motion was made by Duane Cekalla, seconded by Lewis Stark, and carried unanimously to
<br />approve the meeting minutes of July 1, 2002 as presented.
<br />
<br />Dartrell Lipscomb gave an update on the Executive Committee/Capital Budget Committee summary
<br />report of the Mn/DOT audit. Mr. Lipscomb noted that the total project cost reported to Mn/DOT
<br />was $6,315,776.82 of which $6,240,364.33 was received from Mn/DOT. Mr. Lipscomb further
<br />noted that of the $75,412.49 adjustment, $27,847.19 will be recovered from consultants and the
<br />remaining $47,565.30 will be an NCDA expense. This expense includes demonstration project
<br />expenses and invoices received after the termination date of the grant agreement between the NCDA
<br />and Mn/DOT.
<br />
<br />Tim Yantos gave an update on the allocation of Twin Cities Transitways Funding for fiscal year
<br />2000 $3 million grant application. Mr. Schadauer noted that the Red Rock Corridor will receive $1.6
<br />million and $1.2 million is earmarked for multimodal transportation to look at the Minneapolis hub
<br />which would connect the Northstar Project with the St. Paul hub.

<br />A Mn/DOT progress report on the Northstar Commuter Rail Project was presented by Mike
<br />Schadauer. Mr. Schadauer handed out a timeline and work plan for the remainder of 2002. Mr.
<br />Schadauer noted that the overall project timeline depends on receiving the Environmental Record of
<br />Decision. Mr. Schadauer also noted that Mn/DOT is looking at applying for a $5 million grant for
<br />negotiations with BNSF on all corridors and to do an analysis of the Twin Cities' rail network. Mr.
<br />Schadauer handed out to the members a Benefit Computation which notes that the benefit-cost has
<br />now been computed for the current, more refined definition of the Northstar Corridor Rail Project
<br />and incorporates the remaining capital value of the project in 2020. The resulting cost benefit ratio is
<br />0.84.
<br />
<br />Mike Schadauer handed out a capital cost estimate summary of the Northstar Commuter Rail Project
<br />which indicated a total Project cost of $301,937,000. The summary states that the State's share of
<br />the capital costs for the Northstar and Hiawatha projects would be $123.2 million. This amount will
<br />be part of the 2003 Legislative Package brought to the State Legislature in 2003.
