<br />19. Employees eligible for insurance benefi s shall be eligible for participation in the <br />City's Flexible Benefits Plan. The City Council may make adjustment in any section of the Pay Plan at any City <br />Council meeting for any reason includin performance incentives, state or federal <br />law changes, the Pay Equity law, or any ther reason the Council deems appropriate. <br /> <br />21.
