City

TO:

FROt4:

DATE:

SUBJECT:

MEMORANDUM

Mayor and City Council

Phil Hals, Street~Park Superintendent

October 23, 2002

Snow Plowing Policy Updates

Item ~ 5.6.

As in previous years, we like to present the city snow plowing policy to the City
Council for their review, comments and approval. The basic policy is the same as last
year with minor changes involving 6.75 miles and 20 additional cul-de-sac's from 7
developments that have come on line in the past year.

Our departmental goal has always been to have all plowing completed within 10 hours
after a "typical" storm. This year however, with the added mileage I feel that our
average completion time will fall between I I and 12 hours. Options that we might look
at to improve service time include hiring another contract plower or, add another part
-time staff person to plow only cul-de-sac's. Also, plowing of cul-de-sac's could be
delayed until all primary plowing is completed. Our present sidewalk route has grown
to a 2 day effort for each snowfall using one machine and one operator.

Looking forward to the fall of 2003, some serious consideration will be needed to
determine if we should add a plow unit or cut service levels.

10-23-02 M&C; SnowPIowPolicy. doc
