Howard R. Green Company <br />Project No. 802400J <br /> <br />Pavement Rehabilitation Report <br /> City of Elk River, Minnesota <br /> <br />I. INTRODUCTION <br /> <br />In 1997, Howard R. Green Company began working on the Pavement Rehabilitation <br />Program. The streets within the old core City were beginning to deteriorate with age <br />and had advanced past the useful life span of the bituminous surface and concrete curb <br />and gutter. It was determined that the most feasible method of pavement rehabilitation <br />for several of the roads was a full reconstruction. As the first step towards identifying <br />the streets that were in need of reconstruction, the streets within the old core City were <br />inspected. After the inspection was completed, the project was put on hold for several <br />years, but in May 2001 City Council authorized the preparation of a Pavement <br />Rehabilitation Report for the City of Elk River to serve as a guideline for street <br />reconstruction projects within the City. <br /> <br />There are several issues that this report will address including: <br /> <br />· Street Evaluation <br />· Proposed Improvements <br />· Estimated Project Cost and Phasing <br />· Financing <br />· Assessments <br />· Project Schedule <br /> <br />The area evaluated as part of this report is outlined on Exhibit 1. The area is identified <br />as the old core City for the purpose of this report. <br /> <br />The pavement rehabilitation report addresses how to rehabilitate one of the City of Elk <br />River's largest investments, its paved street network. The report identifies the need for <br />the project and provides a framework for the reconstruction process. <br /> <br />-1- <br /> <br /> <br />
