Item 7.3.

Howard R, Green Company

October 8, 2002
File: 802400J-0325

Honorable Mayor and City Council
City of Elk River
13065 Orono Parkway
Elk River, MN 55330

RE: PAVEMENT REHABILITATION REPORT

Dear Council Members:

As directed some time ago, we have begun work on the 2003 Pavement Rehabilitation project. The
first project identified in the draft pavement rehabilitation report is Fourth Street from Main Street to
Trunk Highway 10 and some of the intersecting roadways. Thus far, we have gathered topographic
information, investigated the underlying utility infrastructure, and are beginning work on the feasibility
study. According to the schedule in the Pavement Rehabilitation Report, the next step is to hold a
public informational meeting with the affected residents. However, prior to scheduling this meeting we
want to present the Pavement Rehabilitation Report to the City Council in its final form for formal
adoption.

The only significant change in the attached final Pavement Rehabilitation Report from the draft that
the City Council has seen several months ago is the years have been taken off the exhibit that
identifies future projects. Items of importance included in the Pavement Rehabilitation Report that will
be presented at the informational meeting consist of the following:

Street reconstruction will consist generally of 32-foot wide pavement with barrier concrete
curb and gutter. In some cases, this will be a narrowing of the existing street width; in other
cases, it will be a slight widening of street widths. There will be instances where on-street
parking or traffic volumes may be cause for consideration of a slightly wider or narrower street
section.

Wherever possible, sidewalks will be constructed on both sides of the reconstructed street.
Sidewalks that currently exist will be replaced, and where no sidewalk exists, new sidewalk
will be constructed.

· Street lighting will be installed in accordance with Elk River Municipal Utilities street lighting
policy, using their standard street light fixture.

Existing underground utilities will be inspected and repaired or replaced as necessary. There
will be no assessment to individual property owners for repair or replacement of existing
sanitary sewer and watermain facilities. If a resident were to request a new sanitary sewer
and/or water service to their property, the service would be installed and assessed to the
individual property.

Ltr-100702-Council.doc
